NO SCROLL EMAIL (Seeking developers)

I've been toying with the idea of building an email application that doesn't accept email messages which require the use of a scroll bar. Emails over the specified word count would be returned to the sender with a customized message (set in the user's preferences) requesting them to condense and resend.
